Regulatory background and start date
Starting from 1 June 2026, new rules will apply to Italian citizens living abroad who are registered with AIRE. The reform changes how the Electronic Identity Card can be requested, as applications will no longer be handled only through consulates. From mid-2026, citizens will also be able to apply directly in Italy, which is expected to reduce waiting times and simplify procedures. At the same time, the reform aligns with a European regulation that will make the Electronic Identity Card mandatory for travel within the Schengen Area from 3 August 2026.
Where AIRE citizens can apply for the Electronic Identity Card
With the introduction of the new rules, Italian citizens registered with AIRE will have more options when applying for the Electronic Identity Card. First, consulates will continue to play an important role. However, they will no longer be the only available channel. During temporary stays in Italy, applicants will be able to submit their request at Italian municipalities. In addition, the application may be filed either with the municipality of AIRE registration or with another municipality. Consequently, geographical distance will become less of a barrier, improving access to registry services.

The Electronic Identity Card provides several key benefits for Italian citizens living abroad. For example, it functions as an official identification document and allows access to online Public Administration services, including SPID. In addition, from 3 August 2026 it will be required for travel within the European Union and the Schengen Area.
