Although the country continues to navigate through a persistent deficit condition, future projections suggest a gradual economic recovery, with the deficit projected at 2.3% of GDP this year.

Trend 2023

In 2023, the public finance deficit increased to 3.7% of Gross Domestic Product (GDP), up from 3.2% in the previous year. This increase is attributable to external factors such as the war in Ukraine and the persistent energy crisis. According to an analysis conducted by Eurostat, some of the income from investments is not classifiable as income according to international standards, but rather as financial transactions, thus contributing to an increase in the economic deficit of 28.7 billion crowns.

State institutions and local government entities, including municipal and regional governments, showed diverging trends; while the former saw an increase in the deficit from CZK 215.4 billion to CZK 268.4 billion; the latter showed a surplus. Together with social security funds, these factors generated a public debt of CZK 3.228 trillion, up from CZK 2.998 trillion in the previous year.

Anno

2020

2021

2022

2023

Financial balance of the government institutions sector in millions of CZK

329.216

-312.329

-215.355

-268.401

Consolidated gross debt of the government institutions sector in CZK million

2.149.822

2.566.731

2.997.615

3.228.369

Financial balance of the public institutions sector as a percentage of GDP

-5.8

-5.1

-3.2

-3.7

Consolidated gross debt of the public sector as a percentage of GDP

37.7

42.0

44.2

44.0

Deficit and Debt Reporting Schedule of the Government Institutions of the Czech Republic

Strategies and Future Prospects

At the beginning of the year, the Ministry of Finance outlined a new strategy for debt financing and management. The total projected financing needs for 2024 amount to CZK 468.8 billion, or 6.1% of GDP, marking an annual decrease of CZK 191.2 billion. This decrease is mainly due to a lower state deficit of CZK 36.5 billion compared to 2023, as well as lower debt repayments. The forecast shows a significant decline in the deficit from a peak of 11.3% of GDP in 2021 to an expected 6.2% in 2026.

The financing of this deficit will mainly be ensured by issuing medium- and long-term government bonds through auctions on the domestic primary market. Furthermore, with regard to the management of refinancing risk, i.e. the risk associated with having to find new funds to repay existing debts, the government aims to maintain an average maturity of government debt of 6.5 years in the medium term. At the end of 2023, this maturity was 6.4 years, thus very close to the target. To mitigate currency fluctuation risks, the government has set a cap on net foreign currency exposure of 10 % of total debt for 2024.

The trend of deficit reduction reflects the effectiveness of prudent debt management and a well-planned financing strategy. Although challenges remain, the policies implemented indicate a path towards greater economic stability and sustainable fiscal management. Despite cautious optimism, the impact of external factors requires continuous monitoring in order to adjust strategies to changing conditions in the global economic landscape.

Sources: https://www.ceskenoviny.cz https://www.mfcr.cz/ https://www.czso.cz/

AI generated image

Graphic source: www.storyset.com

In a constantly changing global economic environment, the Czech Republic’s public finances went through significant transformations between 2023 and 2024, due to both internal and external factors.
