The reform is designed to simplify a permitting system marked by fragmented procedures, repeated assessments and unclear responsibility between authorities. Its central principle is <strong>\u201cone authority, one procedure, one decision\u201d<\/strong>, replacing multiple separate approvals with a more coordinated process.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What Changes for Construction Permits<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">For investors and developers, the main changes concern predictability and timing. Projects should generally be assessed according to the factual and legal conditions valid when the application is submitted, rather than rules that may change while the procedure is still ongoing. The reform also strengthens deadlines and integrates opinions from relevant authorities. The Ministry for Regional Development states that authorities will have <strong>60 days for family-house projects and up to 12 months for large projects<\/strong>. In some cases, failure by an authority to respond on time may result in deemed consent, although exceptions remain.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why Businesses Should Pay Attention<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Czech Building Act reform matters beyond residential development. Companies planning factories, logistics facilities, offices or commercial premises could benefit from fewer duplicated assessments and greater certainty over the permitting process. Large residential projects above <strong>10,000 square metres<\/strong>, together with certain water infrastructure and hospital projects, will enter the integrated system earlier. For businesses, a more predictable approval process could support better project planning, financing decisions and investment timelines, although the real impact will depend on implementation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A Two-Stage Transition<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The amendment is generally due to take effect on <strong>1 January 2027<\/strong>, when the new Office for Territorial Development begins operating and takes responsibility for reserved projects. For most other projects, municipal and regional building authorities will continue operating during 2027. The broader state administration structure, including regional offices and territorial branches, is planned from <strong>1 January 2028<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Businesses should therefore view 2027 as a transition year. The President signed the amendment despite reservations about some provisions, including broader deemed-consent rules and provisions concerning unauthorised buildings.
