The state could, in any case, cover the missing revenue with a budget adjustment. Other taxes could be introduced or revenue could come from taxes other than real estate tax.

Contrasting opinions

František Lukl (president of the Association of Cities and Municipalities) said that the government will discuss this matter, although in his opinion, the form of austerity measures will not change during the cabinet meeting. According to Lukl, the Finance Minister is willing to discuss adjustments to the public finance recovery package exclusively during parliamentary sessions. The Chamber should begin dealing with the recovery package in the July meeting. Lukl asserted that municipalities understand the government’s goal of consolidating and strengthening the state budget. However, in his opinion, changing the destination of real estate tax is not the best choice since it has been an exclusive source of income for municipalities until now. The proposal of the consolidation package is to add a state coefficient to the amount allocated to municipalities in order to add income to the budget. According to the president of the Association of Cities and Municipalities, there is a willingness on the part of local governments to negotiate a change in the budget allocation of personal and corporate income taxes, so that the amount corresponding to the additional revenue from real estate tax is obtained by the state, ensuring that funds and real estate tax remain exclusively for the municipalities. According to Lukl, we are talking about 10 billion crowns. The tax budget allocation should be adjusted in any scenario, the corporate income tax will increase from 19% to 21%, and the entire additional revenue should be allocated to the state budget. Stanjura, on the contrary, according to Lukl, did not support the request of local governments for a portion of the revenue from online gambling taxation to remain in the hands of municipalities. The minister’s proposal is that all this revenue becomes an income of the state budget. Lukl warned that if municipalities were to face a decrease in revenue from gambling taxation, they might be encouraged to grant their consent to physical casinos, whose taxation will still partially go to their budget, with possible developments of some negative social phenomena.

The numbers

The government wants to derive 6 to 8 billion crowns from the projected increase in property tax. This is what Finance Minister Zbyněk Stanjura stated in an interview with the daily newspaper Hospodářské noviny. In some cases, the tax could double. According to the newspaper, the annual tax for a seventy-square-meter apartment in the center of Prague would increase from 1,680 to 2,520 Czech crowns. The ministry is considering an even stronger increase, for example, for commercial or industrial properties.

By Matteo Biagioni e Simone Orefice

Source: https://www.ceskenoviny.cz/; https://www.novinky.cz/

Graphic source: https://storyset.com/

Source of Images: https://pixabay.com/

Debate on the revenue from real estate tax, the month of July will be important to define these fiscal measures.
