HHC Ban: causes and consequences of this measure.

On March 16, 2026, the Czech government, led by Andrej Babiš, decided to ban HHC (hexahydrocannabinol). This marks an important change in the country’s drug policy. The measure will take effect immediately after its publication in the Collection of Laws.
From that moment, both the sale and possession of the substance will be punishable.

Government’s Reasons

According to Health Minister Adam Vojtěch, the decision follows the recommendations of the UN Commission on Narcotic Drugs. In fact, in 2025 the UN added HHC to the list of prohibited substances.

Moreover, the government highlights the lack of comprehensive studies on its effects.
For this reason, it considers the substance potentially risky. In particular, HHC can affect mood and perception. In more serious cases, it can cause intoxication, even among young people.

Criticism of the Measure

However, the decision has not received unanimous support. The Government’s Drug Policy Department and the Chamber of Commerce have raised concerns.

According to them, the ban may mainly affect low-risk users. As a result, it could increase criminalization without real benefits.

In addition, critics point out another risk. The black market could grow stronger.Consequently, more dangerous substances might spread.

The Case of Kratom

At the same time, the government chose a different approach for kratom. It withdrew the previously proposed ban. Before making a final decision, authorities want to evaluate the current system.
For now, kratom remains classified as a low-risk substance. However, its sale is strictly regulated.
Only adults can purchase it in authorized stores.

Substances Under Review

Meanwhile, the government placed three synthetic THC derivatives under review.
These are ADB-3en-BUTINACA, ADB-5en-HEXINACA, and EDMB-4en-PINACA.

Experts will study these substances for two years. After that, the government will decide how to regulate them.

A Complex Balance

In conclusion, the decision demonstrates the complexity of this issue. On one hand, the government aims to protect public health.

On the other hand, it must avoid negative effects. For example, the growth of the black market. For this reason, the regulation of new substances remains an evolving challenge.
